The work
Prior to Parish Councils being
established the countryside was administered by Ecclesiastical and 'Poor Law'
Parishes. The Church collected Tithes and the 'Poor Law' Parishes levied a 'Poor
Rate'. Misson formed part of the Southwell Diocese and remains so today.
During the 1880's several Parliamentary Acts were passed dividing the
Ecclesiastical Parishes, merging and reforming them. Following the
'Local Government Act of 1894,' Misson Parish Council was established.
In accordance with its population seven local Parish Councillors are
elected. A part time professional clerk is employed to advise and
manage the day to day business of the
council.

Misson Parish
Council
The Misson Parish is one of
four that form the 'Everton Ward' the other three parishes
being Gringley on the Hill, Scaftworth and Everton. The Electoral
Register for Misson 2003/04 lists 275 residencies and shows 543 persons entitled to
vote.
Misson Parish Council has seven elected Parish Councillors. One is publicly
elected to be Chairman by a majority vote of the Councillors themselves whilst
another is elected as Deputy Chairman. Parish councils are empowered to raise a
local tax called a 'Precept'. Nowadays the Precept is collected together with
the Local Council Tax but is set by each individual Parish as it requires. For
the year 2006/07 the Parish Precept was set at £5,905.00
The aim of this
council is to achieve the standards required of a 'Quality Parish Council' by
the spring of 2007. By becoming a 'Quality' council more powers and therefore
influence will be devolved to local control. It is our policy to openly
represent the parish interests fairly, honestly and effectively.
The Parish Council also recognises its responsibility to support the local charities
and groups within the parish.

The Village Green
is owned by the Parish
council. The ancient purpose of a 'village green' is for the 'sport and
recreation' of the people of the parish. This ancient purpose was reinforced by
statute during 2006. The Village Green may not be fenced off or
restrictions of any kind made that restrict free access. However, some modifications
such as paths and seating to the benefit of everyone is
normally considered to be beneficial when appropriate. It is a criminal offence
to wilfully dig up or damage the green. It is also an offence to drive a vehicle
on to the green although the Parish Council is empowered to grant an exemption
for one-off events such as a village fete.
The
Parish Council also owns the Community Centre and the Cemetery and
maintains the Church Graveyard. It provides an annual subsidy to the
maintenance of the church clock. Nottinghamshire County Council cuts
most of the grass verges of the village but some is undertaken by the
parish. The council also maintains a close interest in the
activities of the local charities and voluntary groups and provides
support. The daily management and letting of the Community Centre is
undertaken by the Misson Community Association which is a registered
charity.
The council meets monthly at 19:30hrs on the first Wednesday of each month
within the Peter Wild Room, Misson Community Centre, Vicar Lane. There is no
meeting in August. The meetings
are open to all. Members of the public may speak to the meeting or ask questions
prior to the formal procedures commencing.
The business of the council is to manage its affairs, comment on planning
applications and act as a liaison between the parishioners and various public
bodies such as, Bassetlaw District Council;
Environment, Planning, Refuse
collection, Nottinghamshire County Council;
Highways, Police,
Fire Brigade.
The council is a member of the National Association of Local Councils (NALC ),
North East Bassetlaw Forum (an association of local Parish councils) and
supports Neighbourhood Watch.
